Sistema Intermunicipal de los Servicios de Agua Potable y Alcantarillado
The mission of SIAPA is to provide drinking water, sewerage and sanitation services in sufficient quantity and quality to the inhabitants of the ZMG (Guadalajara Metropolitan Zone), contributing to their health and well-being. It is the Maximum Governing Body of the Intermunicipal System of Potable Water and Sewage Services, SIAPA. It is composed of Public Entities and Associations or Citizen Organizations.
Some of the wastewater treatment plants working under SIAPA are Agua Prieta wastewater treatment plant and El Ahogado Wastewater Treatment Plant.

SIAPA’s water distribution system serves more than 8.5 million people and consists of 8,000 kilometers (5,000 miles) of water mains in the Guadalajara metropolitan area, including the municipalities of Zapopan, Tlaquepaque, and Tonala. Some of the older pipes in the network have significant leakage problems, resulting in contaminated supplies and inefficient delivery of water. SIAPA has adopted a supervisory control and data acquisition (SCADA) system to monitor the network from Bentley Systems Inc. which includes WaterGEMS.
